Amends Vehicle and Traffic Law Section 603 to require police and judicial officers investigating accidents resulting in injury to include whether a mobile phone was in use at the time of the accident in their reports to the commissioner.

Defines "mobile telephone" by reference to Section 1225-C, subdivision one, paragraph (a) of the Vehicle and Traffic Law.

Applies the mobile phone reporting requirement to all accident reports made to police officers or judicial officers within five days of the accident.

Takes effect 180 days after the bill becomes law, with necessary rules and regulations to be promulgated by that effective date.
