Adds outreach, education and training program for financial institutions to the Office for the Aging's duties under elder law.

Establishes a voluntary Financial Exploitation Outreach, Education and Training Program administered by the Director of the Office for the Aging in conjunction with the Office of Children and Family Services and the Banking Department.

Authorizes grants to designated agencies to establish local elderly exploitation outreach, education and training programs that coordinate with financial institutions, accountants, tax preparers, and attorneys.

Creates an advisory committee of 10-20 members including senior advocacy organizations, elder law attorneys, bankers, accountants, adult protective services representatives, and law enforcement to advise on program development.

Establishes the Financial Exploitation, Outreach, Education and Training Fund under joint custody of the Comptroller and Superintendent of Banks, with disbursements to the State Office for the Aging to implement the program.
