Expands eligibility for New York's elderly pharmaceutical insurance coverage to include unmarried residents receiving or eligible for Social Security Disability Insurance (SSDI) benefits with income not exceeding $20,000 annually.

Expands eligibility for married residents receiving or eligible for SSDI benefits with combined household income not exceeding $26,000 annually for comprehensive coverage.

Extends catastrophic pharmaceutical coverage eligibility to unmarried SSDI recipients with income between $20,001 and $35,000, and married SSDI recipients with combined income between $26,001 and $50,000.

Requires re-determination of eligibility for all beneficiaries at least every twenty-four months.

Takes effect immediately upon enactment with the elderly pharmaceutical insurance coverage panel authorized to promulgate implementing rules and regulations.
