Prohibits operating a motor vehicle while using any dashboard computer when the vehicle is in motion, defined as touching, looking at, viewing, accessing, browsing, reading, or watching such devices.

Exempts emergency communications with 911 operators, hospitals, physicians' offices, ambulance companies, fire departments, and police departments.

Exempts use of dashboard computers for temperature controls, music/radio/CD controls, GPS units, and advanced driving assistance systems such as vision support, parking aids, or adaptive cruise control.

Exempts police officers, peace officers, fire department members, and operators of authorized emergency vehicles while performing official duties.

Establishes violation as a traffic infraction punishable by a fine of no more than $150, effective 90 days after enactment.
