Adds new Penal Law Section 270.08 creating the crime of unlawful defilement of a water supply in New York State.

Defines "water supply" as any public or private facility providing potable water for residential, commercial, industrial, or fire service needs, including transmission facilities, treatment facilities, wells, and reservoirs.

Defines "defiling agent" as any chemical, biological, or radioactive agent capable of causing sickness, physical injury, severe disfigurement, death, irreparable harm to the water supply, or public disturbance, excluding substances from lawful municipal, state, agricultural, or industrial operations.

Establishes guilt when a person intentionally introduces a defiling agent into a water supply intending to cause harm or death, or acts with reckless disregard for such consequences, or intends to damage the supply or disturb public peace.

Classifies unlawful defilement of a water supply as a Class B felony, effective November 1st following the date the bill becomes law.
