Applies to cities with populations of one million or more and requires contractors to recycle or reuse construction and demolition debris including metals, cardboard, drywall, glass, wood, concrete, brick, and asphalt.

Mandates 25 percent recycling/reuse of debris for projects with permits applied for within one year of the law's effective date, and 50 percent for projects applied for one year or more after the effective date, measured by weight.

Covers new residential buildings with four or more dwelling units, new non-residential buildings over 4,000 square feet, non-residential building rehabilitation over 4,000 square feet, and demolition of residential buildings with four or more units or non-residential buildings over 4,000 square feet.

Requires contractors to submit compliance documentation within 30 days of project completion; permits cities to withhold new permits and certificates of occupancy from non-compliant contractors and to conduct audits.

Establishes fines of $500 per day for failure to provide documentation and $500 per percentage point of shortfall for larger projects or $250 per percentage point for smaller projects; cities may modify penalties for extenuating circumstances.
