Amends the state office for the aging's annual reporting requirements to include recommendations for expanding service programs for traditionally underserved elderly populations, including those based on race, creed, color, national origin, sexual orientation, gender identity or expression, military status, sex, marital status, disability, familial status, and language.

Requires the office to assess the progress, problems, and effectiveness of services delivered to traditionally underserved aged populations through its administered programs.

Mandates inclusion of a specific report section on the needs of traditionally underserved aged populations in the annual report to the governor and legislature.

Authorizes the office director to establish grants to not-for-profit organizations through a request for proposal process to provide training, outreach, and education to agencies and entities serving lesbian, gay, bisexual, and transgender senior populations.

Takes effect immediately upon enactment.
