Creates a new property registration requirement in New York City's administrative code requiring property owners to register their lots with the Department of Finance, including section, block, and lot numbers and a statement of their interest in the property.

Requires property owners to designate a primary mailing address where they receive daily or regular mail for official notifications and correspondence, with the option to designate a secondary address for copies of all official communications.

Amends sections 11-312, 11-313, and 11-314 of the administrative code to direct that water charges, sewer rents, and surcharges notices be mailed to the address or addresses registered with the Department of Finance pursuant to the new registration requirement, replacing prior language referring to "last known address" or premises.

Directs the Commissioner of Finance to establish and maintain appropriate registration records for each section of the city organized by borough and corresponding to tax maps.

Takes effect 90 days after enactment, with rules and regulations required to be promulgated by the effective date to implement the new registration system.
