Authorizes New York City to release its interest in and reconvey property located at tax block 1124, lot 19 in Staten Island to the estate of Hilda Spivak, the former owner who died.

Permits the reconveyance despite the two-year application deadline for in rem tax foreclosure releases having expired; the city acquired the property on September 15, 1970 due to non-payment of taxes caused by Spivak's inadvertent failure to pay.

Requires approval from the in rem foreclosure release board and conditions the reconveyance on the grantee submitting a written application, certified title search, affidavit of ownership, and paying all outstanding taxes, interest, penalties, and charges.

Exempts this reconveyance from NYC Charter requirements that city property sales occur through public auction or sealed bids.

Takes effect immediately upon enactment.
