Authorizes New York City to discontinue use of three parcels of parkland in Brooklyn (totaling approximately 9.30 acres) and transfer them to the NYC Economic Development Corporation for development as part of a comprehensive Coney Island development plan.

Requires the Abe Stark Rink on the discontinued parkland not be demolished before a replacement rink is constructed within the Coney Island area, with goal of maintaining ice skating activities until replacement is complete.

Conditions the authorization on the city acquiring and dedicating replacement parkland equal to or greater in fair market value; if replacement parkland is insufficient in value, the city must dedicate funds for additional parkland acquisition or capital improvements in Brooklyn.

Authorizes the Parks Department to lease approximately 9.37 acres of parkland to the NYC Economic Development Corporation for amusement park operations for twelve years, exempting the lease from certain city charter review requirements provided it remains consistent with the approved Coney Island Amusement Park Project Plan.

Permits the Parks Department to grant easements for pedestrian and vehicle access through parkland for the Wonder Wheel landmark operation and an air rights easement over parkland, conditioned on the city dedicating funds equal to the fair market value of the easements for park improvements within Brooklyn.
