Amends Public Authorities Law to authorize the Dormitory Authority to finance and construct facilities for St. Andrew's Foundation, the Scottish Society of Hudson's Valley, Ltd., a not-for-profit corporation located in the Hudson Valley region.

Permits the Dormitory Authority to acquire, design, construct, improve, renovate, equip, and furnish facilities for the organization through financing and refinancing arrangements.

Designates St. Andrew's Foundation, the Scottish Society of Hudson's Valley, Ltd. as an eligible organization under the Dormitory Authority's jurisdiction for purposes of the Public Authorities Law.

Declares that all contracts entered into by the Dormitory Authority under this act are considered state contracts subject to Article 15-A of the Executive Law, with the Authority acting as a contracting agency.

Takes effect immediately upon enactment.
