Creates a temporary, thirteen-member Commission on Eminent Domain Reform to examine and make recommendations on eminent domain procedure laws, constitutional standards for economic development condemnations, procedural fairness, and just compensation for property owners.

Commission membership includes seven members appointed by the governor, three local government representatives and three property rights advocates appointed with senate consent, plus two members each from the temporary senate president and assembly speaker, and one each from senate and assembly minority leaders.

Governor designates the commission chairperson and vice-chairperson, with all appointments required within ninety days of the act's effective date; commission must begin operations ninety days after the effective date.

Commission shall submit findings and recommendations to the governor, temporary senate president, and assembly speaker no later than one year after convening; commission expires upon submission of its report.

Appropriates $100,000 from the state general fund to cover commission expenses, personnel costs, and operations, payable upon vouchers certified by the commission chairperson or vice-chairperson.
