Creates a "Deadbeats Most Wanted List" maintained by the Office of Temporary and Disability Assistance containing individuals in arrears on child support obligations exceeding $10,000 or such other amount set by the Commissioner.

List includes name, last known address, physical description, photograph if available, occupation, amount of arrearage, number of children owed support, and other relevant information; limited to 500 individuals at any time.

Office must mail certified notice 90 days before disclosure; individual can avoid listing by paying arrearage in full, entering a written payment agreement, or having arrearage subject to administrative or judicial review.

List made available on Office website and at all Office facilities for purposes of locating delinquent obligors and enforcing support orders; Commissioner may authorize additional publication methods.

Information removed from website upon full payment, three consecutive payments under agreement, or court/administrative order relieving individual of responsibility; individual re-entering the list after breaking an agreement need not receive new notice.
