Establishes the Elderly Crime Prevention and Control Trust Fund to be administered by the Division of Criminal Justice Services and funded through appropriations and mandatory administrative assessments on felony convictions involving elderly victims (age 62+).

Imposes a mandatory $200 administrative assessment on persons convicted of any felony where the victim is an elderly person, with collected funds deposited into the trust fund.

Authorizes the Commissioner of Criminal Justice Services to award grants to local governments and agencies for designing, expanding, or implementing crime prevention and enforcement programs benefiting elderly persons, with administrative costs limited to 50% of grant awards (or 75% if matched with equal local resources).

Requires grant recipients to submit bi-annual reports on program activities and results, and mandates the Commissioner to annually report to appropriate legislative committees on all grant applications received, approved, and denied.

Establishes annual public legislative hearings on the trust fund's proposed use and distribution, with all hearing expenses borne by the Division of Criminal Justice Services; the act expires June 30, 2015.
