Establishes a voluntary Senior Benefits Card Program allowing seniors aged 60+ to receive discounts on healthy foods at participating markets and restaurants, and discounted rates at health clubs.

Requires the State Director of the Office for the Aging to investigate and report within 120 days on program creation, including budget requirements, funding sources, liability protections, and potential state savings.

Mandates the Director to consult with an Operating Entity (public, private, or not-for-profit) or Advisory Committee consisting of 21 members representing retailers, restaurants, health professionals, and senior advocacy organizations to guide program decisions.

Requires the Director to develop advertising and marketing campaigns promoting healthy diet and exercise benefits for seniors, and to solicit grants and funding from foundations and government agencies.

Allows the Senior Benefits Card to be designed for future integration with other senior benefit programs including Medicaid, food stamps, and Medicare prescription drug benefits.
