Establishes a Mature Worker Employment Training Program under the Elder Law to serve individuals age 55 and older seeking employment training to remain in or re-enter the workforce

Directs the Director of the Office for the Aging, in consultation with the Commissioner of Labor, to promulgate rules and regulations including training services, eligibility criteria, cost-sharing requirements, and program monitoring standards

Authorizes competitive grants covering 75% of allowable expenditures to not-for-profit corporations, designated agencies, and local governments with mature worker training experience, with consideration given to regional needs and financial need demonstrations

Limits administrative expenses to not more than 10% of appropriations and prohibits funding for services already provided through Workforce Investment Act, Job Training Partnership Act, Senior Community Service Employment Program, or other comparable sources

Requires the Director to submit a report by December 31, 2012 to the Governor and legislative committees on projected costs, benefits, and recommendations regarding uniform standards for mature worker training programs
