Establishes a Mature Worker Business Initiative within the State Office for the Aging, overseen by a council composed of the Office Director, Commissioner of Economic Development, and Governor-appointed representatives from state agencies, aging advocates, and the business community.

Council members serve without compensation but receive reimbursement for actual and necessary expenses incurred in performing their duties.

Council shall develop initiatives to identify businesses offering arrangements to recruit, retain, and retrain mature workers, and establish a certification process to designate employers as "Mature Worker Friendly Employers."

Council must provide technical assistance and training to employers and design a marketing outreach plan through the Office's website and other appropriate means to promote mature worker business initiatives.

Amends Economic Development Law to require the Commissioner of Economic Development to cooperate with the State Office for the Aging to implement rules, regulations, and procedures supporting mature worker-friendly employers and recommending resources to enhance opportunities for mature workers.
