Requires the NYC Department of Sanitation Commissioner to establish a citywide registry where residents can request not to receive handbills, circulars, and other commercial printed matter at their residence.

Residents may register by written request, phone call, or electronic communication using methods designated by the Commissioner.

Mandates that all distributors of such materials provide accurate contact information to the Commissioner and must update their distribution lists every six weeks based on the registry.

Imposes civil penalties of $100-$250 for a first violation and $250-$500 for each subsequent violation for distributors who fail to provide contact information or discontinue delivery to registered addresses.

Authorizes the Commissioner to hold advertising companies liable for the same fines if the violating distributor cannot be located.
