Requires health insurance policies that cover prescription drugs to allow insureds to purchase from state-registered local pharmacies in addition to non-resident establishments, with pharmacies reasonably located and accessible in the insured's community.

Creates the Consumer Pharmaceutical Insurance Coverage Panel with the same membership and structure as the Elderly Pharmaceutical Insurance Coverage Panel to oversee the program and promulgate necessary regulations.

Establishes a twelve-member advisory committee comprised of consumer and pharmacist representatives (at least 50% consumers) appointed by the Governor, legislative leaders, and statewide organizations to consult with the Panel on program implementation.

Requires the Panel to submit annual reports to the Governor and Legislature by January 1st analyzing co-payment disparities between non-resident establishments and local pharmacies, including statistical data and recommendations regarding required use of non-resident establishments.

Exempts health insurance policies subject to collective bargaining agreements that contradict these requirements, applies only to policies issued or renewed on or after July 1, 2011, and permits reasonable fees reflecting actual cost differentials for local pharmacy use subject to Panel audit.
