Renames the "Historic Saratoga-Washington on the Hudson Partnership" to the "Historic Hudson-Hoosic Rivers Partnership" and expands its geographic scope.

Expands the partnership area to include Rensselaer County and adds nine towns (White Creek, Cambridge, Moreau, Schaghticoke, Pittstown, Hoosick, Kingsbury, Corinth) and seven villages (South Glens Falls, Cambridge, Hudson Falls, Valley Falls, Schaghticoke, Corinth, Hoosick Falls) to the reserve.

Increases partnership voting membership from twenty-two to thirty-seven members to include supervisors and mayors from the newly added municipalities.

Modifies appointed member residency requirements to include two residents from Rensselaer County in addition to two from each of Saratoga and Washington counties.

Takes effect upon receipt by the environmental conservation commissioner of notice from at least eight of the newly added municipalities of their intention to join the partnership.
