Authorizes New York City to discontinue use of and convey 3.77 acres of park land in Queens to Saint Michael's Cemetery on terms determined fair and reasonable by the city council.

Requires the city to use any proceeds and/or land received from the conveyance to acquire new park land or fund capital improvements to existing parks in an amount equal to or greater than the fair market value of the conveyed land.

Specifies the park land location in Queens bounded by the westerly side of Brooklyn-Queens Expressway East and the northerly side of 30th Avenue, with detailed property coordinates provided.

Requires compliance with federal land and water conservation fund requirements if the parkland received such funding, including obtaining secretary of the interior approval that replacement lands are equivalent in fair market value and recreational usefulness.

Takes effect immediately upon enactment.
