Amends Mental Hygiene Law to allow disclosure of sex offender registration information to appropriate persons and entities under Correction Law Article 6-C when necessary for welfare and safety of others.

Expands the definition of "sex offender" under Correction Law to include persons with accepted pleas or verdicts of "not responsible by reason of mental disease or defect" for sex offenses, treating such pleas/verdicts as convictions for registration purposes.

Requires courts to certify individuals as sex offenders and issue orders following mental disease or defect determinations, with registration information and proceedings descriptions included in sex offender records.

Mandates mental hygiene facilities to verify that sex offenders have registered address changes with the Division of Criminal Justice Services prior to discharge or release, with authority to delay discharge up to 10 days for compliance.

Requires mental hygiene facilities to provide sex offenders with funds sufficient to pay Division registration fees for address changes at or prior to discharge or release.
