Amends Elder Law Section 203 to authorize the office to contract with statewide organizations to establish a databank of individuals seeking to volunteer for aging-related programs.

Requires the office to establish guidelines for the databank covering data entry requirements, confidentiality, screening, access, and data correction procedures.

Authorizes development of voluntary training programs to prepare volunteers for specific tasks and train not-for-profit organization staff in effectively utilizing volunteers.

Permits the office to consult with State University of New York and City University of New York when developing volunteer training curricula.

Powers and duties related to the databank and training programs take effect on April 1st of the first calendar year occurring at least one year after the law's enactment.
