Defines "vehicle licensing recovery fee" as a daily charge rental companies may impose on customers to recover estimated annual state costs for licensing, titling, registration, and inspection of rental vehicles.

Requires rental companies to adjust their daily fee annually if the total recovered from customers differs from actual costs paid during the preceding calendar year.

Mandates rental companies post a reconciliation on their website by February 28, 2012, and annually thereafter, showing the difference between vehicle licensing fees charged to customers and fees actually paid during the preceding calendar year.

Permits rental companies to separately quote and charge vehicle licensing recovery fees in addition to the base rental rate, alongside airport fees, in their advertising and rental agreements.

Takes effect immediately, with the amendments to the General Business Law subject to repeal if section 396-z is repealed.
