Creates a Class D felony offense for coercing, soliciting, recruiting, or inducing another person to join or remain a member of a criminal street gang on school grounds, or conspiring to do so.

Defines "criminal street gang" as any ongoing organization of three or more persons with an identifiable name or symbol, having as a primary activity the commission of one or more criminal acts.

Defines "criminal street gang member" based on eight criteria including self-admission, identification by informants, adoption of gang dress or symbols, arrest patterns, and identification by law enforcement or family members.

Defines "school grounds" to include all buildings and structures within school property boundaries, plus any publicly accessible area within 1,000 feet of the school boundary and parked vehicles within 1,000 feet.

Authorizes municipalities with jurisdiction over highways on school grounds to place "gang free school zone" signs upon request from the appropriate school authority.
