Expands the New York City Taxi and Limousine Commission's administrative tribunal jurisdiction to adjudicate violations of all laws, rules, and regulations enforced by the commission, not limited to specific provisions of the administrative code.

Broadens the scope of civil penalties the commission can enforce through its administrative tribunal to apply to all violations under its jurisdiction, maintaining the maximum penalty of ten thousand dollars per respondent.

Adds a new service method allowing notices of violation to be served upon any person of suitable age and discretion employed by or acting as an agent of the respondent at the respondent's place of business for licensed or unlicensed entities governed by the commission's rules and regulations.

Amends service of process provisions to clarify that operators of licensed vehicles for hire and authorized commuter van services can be served as agents of owners for notice of violations.

Takes effect immediately upon enactment.
