Amends Vehicle and Traffic Law Section 1662-a to allow the Town of Hempstead to establish speed limits as low as 15 miles per hour in the Lido Beach community on specified highways

Allows reduced speed limits on Ocean Boulevard, Allevard Street, Bath Street, Buxton Street, Cheltenham Street, Pinehurst Street, Harrogate Street, Matlock Street, Nantwick Street, Biarritz Street, Royat Street, Luchon Street, Woodhail Street, Leamington Street, Saratoga Street, Kensington Street, and Prescott Street in Lido Beach

Requires a majority of residents from each affected community to petition the Town Board before speed limits lower than 30 miles per hour can be established

Expands the existing exception for Point Lookout (already allowed 15 mph limits) to include the Lido Beach community under the same conditions

Takes effect immediately upon enactment
