Requires the Commissioner of Education to consult with the Commissioner of Health on establishing education standards for out-of-state clinical laboratory practitioners and determining if other jurisdictions' licensing programs are substantially comparable to New York's requirements.

Mandates the Department of Health adopt regulations by July 1, 2012 establishing qualifications for clinical laboratory practitioners in out-of-state laboratories that are substantially equivalent to New York standards, including examination requirements from recognized accrediting organizations.

Requires out-of-state clinical laboratories licensed or seeking licensure in New York to provide attestation that all clinical laboratory practitioners working with New York specimens meet established standards and requirements, unless exempt from licensure.

Directs both laboratories and the Department of Health to maintain records of on-site credential reviews for out-of-state practitioners.

Takes effect 180 days after becoming law.
