Adds new section 21-316 to the New York City Administrative Code requiring the Department of Homeless Services to maintain a facility in Manhattan open 24 hours a day, 7 days a week for accepting and processing shelter applications from single homeless men

Mandates that any individual still in the process of applying for shelter at 10:00 p.m. on the day they sought shelter must be provided temporary shelter placement for that night at the facility

Requires the Manhattan facility to have greater capacity to shelter single homeless men than any other intake facility in the city

Takes effect on the sixtieth day after becoming law
