Increases penalties under Navigation Law Section 73-c for boating violations: first conviction becomes class B misdemeanor with $100-$250 fines; second violation within 24 months becomes class A misdemeanor with $250-$500 fines; third or subsequent violations become class E felony with $500-$1,000 fines

Changes failure to report boating accidents to the commissioner from a violation to class A misdemeanor with fines of $25-$100; takes effect November 1 following enactment
