Defines "generation attribute certificate" as environmental attributes associated with one megawatt-hour of qualified renewable energy generated within New York State, including all generators participating in wholesale energy markets and behind-the-meter installations.

Requires the New York State Energy Research and Development Authority to establish a process for certifying generation attribute certificates and create a tracking system for the sale and trading of such certificates independent from the simultaneously generated energy.

Mandates the Authority consult with the New York State Independent System Operator and the Department of Public Service during system development, with option to contract operation to the Independent System Operator or a third party subject to board approval.

Requires the tracking system to be developed within six months of the effective date and be compatible with similar systems operating in other U.S. regions and Canada to the greatest extent feasible, while accounting for energy imports from areas without similar tracking systems.
