Creates a new waiver process allowing students with developmental or physical disabilities to exceed the four-year eligibility limit for senior high school athletic competition if they have not yet graduated.

Requires the Commissioner of Education to promulgate regulations defining "developmental or physical disability" in accordance with Part 200 of the Commissioner's Regulations.

Waiver requests must be submitted by the athletic director and superintendent of the student's school and approved by the school district's section of the New York State Public High School Athletic Association.

Limits waiver participation to unofficial, non-scoring competition in non-contact or non-collision sports, provided no other qualified and eligible students are denied participation opportunities.

Takes effect immediately upon enactment.
