Amends Real Property Tax Law Section 467 to allow cities with populations of one million or more to include metered water fees or assessments in the computation of senior citizen property tax exemptions.

Amends Real Property Tax Law Section 467-b to permit cities with populations of one million or more to include metered water charges in calculating the real property tax amount used to determine tax abatements.

Amends Real Property Tax Law Section 467-c to allow cities with populations of one million or more to factor metered water fees or assessments into rent increase exemption and tax abatement calculations.

Takes effect on January 1st following enactment, except amendments to Section 467-b expire on the same date as the expiration of section 17 of chapter 576 of the laws of 1974.
