Amends Banking Law sections 592 and 592-a to add "Subdivision Four of Section 160.10 of the penal law" to the list of felonies that disqualify applicants from obtaining money transmitter licenses or certificates.

Adds new subdivision 4 to Penal Law section 160.10 to make robbery of property from banks, trust companies, savings banks, safe deposit companies, savings and loan associations, or credit unions a class C felony.

Applies the enhanced penalty to robberies from financial institutions defined in Banking Law section 2, foreign banking corporations licensed under Banking Law article 2, and similar institutions chartered or licensed in other states that maintain branch offices in New York.

Takes effect November 1 following the date the bill becomes law.
