Expands the scope of violations that the NYC Taxi and Limousine Commission's administrative tribunal can adjudicate from specific vehicle-for-hire violations to include all laws, rules, and regulations enforced by the Commission.

Maintains the Commission's authority to enforce tribunal decisions and orders imposing civil penalties up to ten thousand dollars per respondent without court proceedings.

Adds a new service provision allowing notice of violations to be served upon "a person of suitable age and discretion employed by or acting as an agent of the respondent at the respondent's place of business" for violations involving any licensed or unlicensed entity governed by Commission rules.

Clarifies existing language regarding service of process for vehicle-for-hire operations and commuter van services to include both licensed and unlicensed entities.

Takes effect immediately upon enactment.
