Requires every assisted living facility licensed under Public Health Law Article 4656 to maintain at least one automated external defibrillator (AED) on the premises at all times

Mandates that assisted living facilities have at least one staff member or authorized volunteer present at all times who holds valid certifications in both AED operation and cardiopulmonary resuscitation (CPR) from a nationally recognized organization

Directs the Commissioner of Health to promulgate regulations determining adequate quantity and types of AEDs based on facility size, occupancy, and other relevant factors, including a phase-in schedule for compliance

Designates assisted living facilities and their staff as "public access defibrillation providers" subject to existing requirements and limitations under Public Health Law Section 3000-B

Provides liability protection to providers and their employees who voluntarily render emergency medical treatment using an AED in accordance with the law's provisions
