Requires file-sharing applications to provide clear notice and obtain informed consent from computer owners before installation and before activating file-sharing functions that make files available to other computers.

Exempts pre-installation on computers prior to first sale to end users, provided notice is given to the first purchaser that the program is installed.

Prohibits covered entities from preventing reasonable efforts by users to disable, remove, or block installation or execution of file-sharing programs.

Allows the Attorney General to pursue civil actions against violators, recovering up to $100,000 for knowing violations or patterns of violations, plus costs and attorney's fees.

Exempts the state and its political subdivisions from the notice, consent, and removal prevention requirements.
