Authorizes Otsego County to terminate its membership in the Montgomery, Otsego, Schoharie County Solid Waste Management Authority upon approval by majority vote of the Otsego County Board of Representatives.

Termination becomes effective when a resolution is filed with the Authority and the legislative board clerks of the component counties.

Requires the Authority and Otsego County to execute a plan for Otsego County's assumption of its proportional and equitable share of the Authority's assets and liabilities based on Otsego County's population relative to the three-county total according to the 2010 Census.

Assets to be transferred include reserve and operating funds, and rights to use solid waste management transfer stations located in Otsego County subject to conditions set by the respective property owners.

Legislation takes effect immediately upon enactment.
