Establishes a statewide or regional bulk electricity purchasing program through the Office of General Services, available on a voluntary basis to municipalities and school districts.

Requires electricity purchases by May 1st each year at bulk rates for state agencies and participating municipalities and school districts, with maintenance services and regular plus emergency delivery included.

Mandates contracts be awarded to the lowest responsible bidder considering price, reliability, service flexibility, service history, and supply source mix, with service and maintenance at no additional cost.

Allows the Commissioner of General Services to grant one-year waivers if no bids are received, insufficient participants enroll, or the program would not reduce electricity costs compared to other available options.

Requires the Commissioner to adopt implementing rules and regulations within 60 days of the bill's effective date, with the act taking effect 90 days after enactment.
