Amends the State Administrative Procedure Act to consolidate job impact statements into a single Regulatory Impact Statement rather than separate notices of proposed rulemaking.

Allows agencies to summarize information from Regulatory Impact Statements or other rule documents in flexibility analyses for small businesses and rural areas, rather than duplicating the information.

Expands exemptions from regulatory analysis requirements to include technical amendments, with agencies required to state reasons for claiming exemptions.

Requires agencies to include findings about compliance requirements and adverse economic impacts on small businesses, local governments, and rural areas in the Regulatory Impact Statement instead of rulemaking notices.

Takes effect October 1 following enactment and applies to all rulemaking notices prepared on or after that date.
