Establishes Camphill Ghent, Inc. in Columbia County as a long-term care community providing assisted living, adult home beds, and housing for seniors aged 55 and older, serving both persons with and without developmental disabilities in an integrated setting.

Allows residents who become ineligible for assisted living due to increased medical or nursing care needs to remain in the facility if adequate care is provided, with adjusted rates reflecting additional costs.

Entitles Camphill Ghent to supplemental payments from the Office for People with Developmental Disabilities equal to the difference between assisted living rates and regional average supervised individualized residential alternative rates for eligible residents.

Exempts Camphill Ghent from specified provisions of the Social Services Law regarding retention standards, resident compensation for services, and enhanced assisted living certification requirements under the Public Health Law.

Authorizes extensive use of volunteer workers to supplement professional staff services and requires regular reporting to the state consistent with Public Health Law obligations.
