Prohibits offering rides to the public on vehicles drawn or pulled by carriage horses in New York City, effective 180 days after enactment.

Removes references to carriage horses and horse-drawn cabs from rental horse business definitions, licensing requirements, and work hour regulations while preserving rules for riding horses.

Requires owners disposing of licensed horses to sell or donate them only to private individuals or animal sanctuaries/organizations that sign assurances the horse will be kept solely as a companion animal and not used in carriage businesses or as a work horse.

Mandates owners send records with the recipient's name, address, and telephone number to the Department of Health within five days of horse disposition and maintain copies at the stable.

Repeals all provisions of New York City administrative code related to horse-drawn cab licensing, inspection, driver requirements, and operation standards in sections 20-377 through 20-382.
