Establishes farm brewery licenses authorizing beer manufacture and sale on New York farms, with annual fee of $320.

Requires licensed farm breweries to use minimum percentages of New York-grown ingredients: 25% hops and 40% other ingredients for first 5 years, increasing to 60% hops and 75% other ingredients for years 6-10, then 90% for all subsequent years.

Authorizes farm breweries to sell beer at retail on and off premises, operate restaurants/inns/hotels on the property, sell cider, conduct tastings, and sell related food items and merchandise up to 15,000 barrels annually.

Permits farm breweries to broker sales of New York-labeled beers, warehouse inventory, deliver products statewide, and sell distilled spirits manufactured on-site without requiring trucking permits.

Allows Commissioner of Agriculture and Markets to authorize temporary use of out-of-state ingredients if natural disasters or adverse weather destroy necessary New York crops, with determinations published by August 20th annually.
