Expands the New York adoption registry to include adoptees born outside the state whose adoptions occurred within New York, in addition to those born in-state.

Requires the Department of Health to search its records to determine if an out-of-state-born adoptee's adoption occurred within New York before accepting or rejecting registry applications.

Applies the same eighteen-year age requirement for registration to all adoptees, regardless of birthplace, and allows withdrawal of registration prior to release of identifying information.

Modifies the adoption medical information sub-registry to remove the requirement that adoptees be both "born and adopted" in New York, allowing access based solely on whether the adoption occurred in the state.

Takes effect immediately upon enactment.
