Creates the Capital Infrastructure Improvement and Development for Older New Yorkers (CIID NY) grant program administered jointly by the State Office for the Aging and the Dormitory Authority of the State of New York.

Establishes grant award criteria including eligible applicant determination, geographic distribution of funds, minimum and maximum funding amounts, relationship to community need, and applicant access to alternative financing.

Allows up to 25 percent of annual program allocation to be awarded without competitive bidding to aging network service providers meeting director approval standards.

Authorizes $30 million to be distributed without competitive process for infrastructure improvements and $25 million for restructuring support including technology upgrades, nutrition services, building repairs, and renovations.

Increases bonding authority for the Dormitory Authority of the State of New York to $750 million to finance projects under this program and existing community health center capital programs.
