Requires the Commissioner of Motor Vehicles to establish and operate a statewide internet-accessible Next of Kin Registry for holders of drivers' licenses, learners' permits, and non-driver identification cards.

Allows voluntary submission of up to two emergency contacts (names, addresses, and telephone numbers) by license and permit holders through a secure online portal using their license or permit number.

Restricts access to the registry exclusively to police officers for notification purposes when a motor vehicle accident or other event causes physical injury, death, or incapacitation.

Designates registry information as confidential and exempt from disclosure under the Public Officers Law Article 6.

Takes effect 180 days after enactment, with implementation actions authorized to begin immediately upon passage.
