Requires social services officials or authorized agencies to notify all attorneys for parties and the child's attorney of anticipated placement changes at least ten days prior, or within one business day for emergency placements where a child is moved from their foster home/program or foster parents relocate out of state

Mandates reporting of any indicated child abuse or maltreatment reports within five days to attorneys for all parties and the child's attorney when the child or another child in the same home is the subject

Allows social services officials to protect confidentiality of identifying or address information regarding foster or prospective adoptive parents in all reports

Permits reports to be transmitted in writing, by electronic means, or on the record during family court proceedings

Takes effect immediately, with substantive provisions effective 60 days after enactment; repeals technical provisions from chapter 342 of the laws of 2010
