Creates the LaGrange public library district in the town of LaGrange, Dutchess County, to be governed by a nine-member board of trustees and operate the LaGrange public library.

District formation requires approval by majority voter vote on an initial tax levy proposed by the existing LaGrange library board, with election to occur no later than November 15, 2012, upon petition signed by at least 25 qualified voters.

Establishes a nine-member board of trustees elected by district voters with staggered three-year, two-year, and one-year terms; candidates nominated by petition signed by at least 25 qualified voters.

Authorizes the town board to levy taxes on real property within the district, issue bonds and notes for library facilities with voter approval, and transfer all assets, liabilities, property, and employees of the existing LaGrange library to the new district.

Designates the LaGrange public library district as a separate special district not charged to the town for tax levy purposes and adds it to the list of eligible public libraries under Public Authorities Law section 5.
