Allows counties, political subdivisions, and districts to purchase apparatus, materials, equipment, supplies, or contract for services through contracts let by the federal government, states, or other counties/political subdivisions if those contracts used competitive bidding consistent with state law and are available to other governmental entities.

Exempts shared purchasing arrangements from certain provisions of General Municipal Law sections 103 and 104 that govern traditional procurement requirements.

Requires that counties, political subdivisions, and districts continue to comply with minority and women-owned business enterprise program mandates and preferred source requirements under State Finance Law section 162.

Takes effect immediately and expires five years after enactment.
