Amends General Business Law Section 391-j to regulate the sale of fire extinguishers in New York State.

Requires fire extinguishers for sale to meet current National Fire Protection Association (NFPA) standards and be labeled accordingly, with allowance for new technologies certified by nationally accredited testing facilities.

Mandates fire extinguishers be tested and approved by recognized laboratories including Underwriters Laboratory, INTERTEK, or Factory Mutual, with approval labels affixed.

Requires labeling with operating instructions and class/rating information using letter ratings and pictorial markings to identify suitable fire types.

Establishes civil penalties of up to $500 for first violations and up to $10,000 for each subsequent violation of these requirements.
